I have 20+ years of expertise managing, designing and writing technical proposals for companies in the design/build, general contracting, SaaS and cyber security industries, primarily in the Federal Government sector. Agencies have included, but are not limited to: Army Corps of Engineers, USPS, National Parks Service, United States Air Force, The National Institute of Standards and Technology, Department of Defense, NASA, and General Services Administration. I have written and won non government agency proposals for companies such as: eBay, EA Sports, Frontier Airlines, Deloitte, Barclay, City Bank, and Delle. Proposal scope has ranged from 10 page Capability Statements to 200+ pages, Multi-Volume Responses with contract values ranging from approximately $100 thousand to $5 billion.

structured + detailed approach

Writing technical proposals for the federal government, requires a structured and detailed approach. The proposals should be comprehensive, carefully addressing all the requirements outlined in the request for proposal (RFP). Proposals must maintain a professional tone, free of jargon or ambiguous language, to ensure clarity and understanding by all stakeholders. Proof of capability and understanding of the project's technical aspects are essential. It is vital to clearly demonstrate how the proposed solution meets the government's needs effectively and efficiently.

Providing relevant technical details, such as executive summary, methodologies, budgets, risk management plans, timelines, relevant past performance, deliverables and proposed personnel within a required timeframe is imperative to exhibit expertise and credibility to the evaluating committee. Additional technical requirements may also include, but are not limited to: font size; typeface; margin size; page count; line spacing; proof of licensing and insurance; letter of bondability; complex graphs/charts; relevant past performance for each proposed personnel within a specified time frame; risk management plans; specifications for method of proposal delivery; detailed budget that aligns with the project scope and adheres to federal guidelines etc.

Failure to comply to every requirement set forth in the RFP will result in disqualification of the non-compliant proposal, which yields in significant loss potential revenue and immediate monetary loss from time and resources designated for the proposal creation. Checking and rechecking all i’s are dotted and all t’s are crossed is non negotiable!

The proposal process requires meticulous attention to detail to meet highly specific proposal requirements; pristine time management to meet deadlines; efficient management of multiple, simultaneous projects; effective communication for multi-source coordination; and creativity to make a proposal stand out among heaps of mundane submittals.
